I have noticed some things wrong on this news article. Here how are cards actual work in the US
ATM cards can be used only at merchants that take debit card. You would need to select debit then enter your pin to make a purchase Debit cards with either a MasterCard or a Visa can be used at Most Merchants. At some merchants you can choose credit (You sign for it) or debit (you enter your pin).
I never heard of those hybrid debit card in the US. They might be thinking of overdraft protection. Which can be accessed either by using the credit or the debit button.
