Ebay??

I have a membership on ebay. Its locked, I think it was an unpaid strike. I trying to pay ebay by paypal, or creditcard, but, It is not letting me do that either. I am very curious. My membership locked does not let me do anything. What should I do? I have already contacted ebay, but they told me something there that I did, still the same thing.
