Does anyone really believe the ';trickle down effect'; works?

In theory, it should work; wealth to businesses could help out everyone else through jobs. But unemployment is still bad in this country, we don't use renewable energy sources....exactly what is the trickle down effect doing for this country? It seems like the tax breaks and all are only helping the corporate guys line their wallets, not better the lives of the working class. Could someone explain it to me please?
